Community Action Services and Food Bank is a nonprofit organization serving Utah, Wasatch, and Summit Counties in Utah. Since 1967, our agency has assisted individuals and families in crisis break out of poverty by meeting critical needs (such as food and housing) while also providing access to education and mentoring that foster long-term self-reliance.

HOUSING ASSISTANCE

Rental and Utility Assistance

  • Need rental assistance? Speed up the process by completing the online intake application here.

  • After submitting the online intake application, a Case Manager will contact you by email. To avoid delays, submit all requested documents promptly. Applicants are placed on a waitlist until their case is assigned. Completion of the Good Tenant class is required for approval. You’ll continue working with your Case Manager to verify eligibility and finalize assistance.

  • Required documents may include tax forms and identification.

    Reminder: You are still responsible for paying your rent while your application is processed. Please have a backup plan in case you are not approved for assistance.

  • Eligibility decisions are made on a case-by-case basis. Processing times vary, with a minimum estimated timeframe of two weeks or longer.

Emergency Shelter

  • The housing team helps empower families by connecting them to resources that address immediate needs. Temporary shelter is available for those experiencing homelessness or housing crises.

  • Our Motel shelter is limited. We do provide shelter for families, Individuals, couples, and vulnerable individuals.  If you are eligible, you will get 1-3 nights max and it will be case by case basis.

  • A valid ID is required. Additional paperwork will be provided by a case manager. If approved, motel shelter services are temporary.

Additional Housing Services

  • Clothing and furniture vouchers are available for eligible clients. Clothing vouchers support those preparing for work or job interviews. If you have an interview or job offer, meet with a case manager. Employment verification is required.

  • Furniture vouchers are available one time for eligible clients. Proof of current homelessness and a lease is required, along with a referral letter from a resource agency. Clients must sign an agreement not to sell the items. Vouchers are redeemable at Deseret Industries (DI).

  • Transportation assistance, including gas vouchers or bus passes, is available for qualifying clients. An in-person meeting with a case manager is required.

Food and Nutrition

Need a food order?

  1. Visit any of the six pantry locations.

  2. New clients complete an intake form at the lobby kiosk.

  3. Receive a family ID to use for future visits (ID verification may be requested).

  4. Sign the USDA and liability forms.

Clients can shop for food every two weeks.

Kid Packs

Each Kid Pack contains easy-to-prepare, kid-friendly items such as a microwaveable entrée, 100% juice, a granola or protein bar, dried fruit, crackers, fruit punch, and fruit snacks. These packs are designed to help children facing weekend food insecurity.

Diapers and SNAP

The Diaper Distribution Program supports families earning below 200% of the Federal Poverty Guideline and is part of a federal research pilot. Eligible families can receive up to 100 diapers per month for each child under age two. Proof of income and identification are required. Applications are accepted at the Provo Food Bank.

  • Eligible families may receive up to 100 diapers per month, based on household size and income. Verification of income is required and can include recent pay stubs, bank statements, tax forms, or proof of participation in programs like WIC or SNAP.

  • Accepted proof of income includes pay stubs, bank statements, tax forms, employer letters, or proof of enrollment in programs like WIC, Medicaid, SNAP, TANF, or Early Head Start. Voluntary participant activities in the program may include surveys, needs assessments, goal setting, resource referrals, and progress evaluations—all designed to support family self-sufficiency.

  • SNAP Outreach: Supplemental Nutrition Assistance Program (SNAP) helps eligible individuals and families buy groceries each month. Community Action Services & Food Bank (CASFB) provides assistance with eligibility screening and application support. Visit their Provo location to meet with an eligibility specialist and learn more.

EDUCATION

Financial Learning

  • The Financial Learning Center helps individuals and families build financial skills to support long-term self-reliance. Services include one-on-one coaching in budgeting, saving, credit, and debt management. The program is designed to empower participants to better manage their finances and achieve greater stability.

Circles Youth Heber Valley

  • The Circles Youth Development Program helps teens build skills for adulthood, focusing on financial literacy, life skills, and healthy relationships. Participants set financial goals, create a 5-year plan, open a savings account, and gain a strong understanding of financial concepts. Topics like consent, boundaries, and communication are also covered to support healthy relationships.

  • Ages 12-18

  • The Circles Youth Development Program runs for 12 weeks, with weekly sessions lasting 30 to 45 minutes depending on the location.

  • Wasatch Behavioral Health:

    • Tuesdays at 5pm

    • Start: Feb 4th

    • End: April 22nd

    The teen program accepts new participants year-round. If the current session doesn’t fit your schedule, you can join a future session.
